The septic system permit process for a new Single Family Residence in Skagit, Snohomish, Island and Whatcom Counties starts with a soil evaluation. The deeper the soils, the less costly the system.


Step 1- Site Evaluation or Registration

Gudmunson Septic, Inc. does an on-site investigation of soil types, depth, site characteristics and constraints to determine the septic system options. Gudmunson Septic, Inc. typically digs the soil log holes with a backhoe for a more thorough evaluation of the soils.

  • Island County– soil log holes are reviewed on-site with a Health Department staff member. Site registration is required prior to and is the basis for a design. The Site Registration has no expiration date.
  • Skagit County– soil log details can be submitted to Health Department as a precursor to a design and can be used in the future as the basis for a design. This application, Site/Soil Evaluation, has no expiration date.
  • Whatcom County-soil evaluation and design are required at the same time and has a three year expiration date.
  • Snohomish County-soil evaluation and design are required at the same time and has a two year expiration date.


NOTE: Changes to the site, such as grading, cuts, filling or clearing could make a registration NULL & VOID.


Step 2- Septic Design


Gudmunson Septic, Inc. engineers a custom design for submittal to Health Department for their review and approval.

  • Whatcom and Island Counties– an approved design is required to support a building permit and is valid for three years.
  • Skagit County– an approved design is required to support a building permit and is valid for five years.
  • Snohomish County-an approved design is required to support a building permit and is valid for two years.


Step 3- Installation


 Select a licensed installer from the County List.

  • Skagit County– Gudmunson Septic, Inc. will generally perform a final inspection and create an as-built on any system that has a pump.
  • Island and Whatcom Counties– Gudmunson Septic, Inc. is usually not involved with the inspections or as-builts.
  • Snohomish County- Gudmunson Septic, Inc. is required to perform a final inspection and create an as-built on any system that has a pump.
